2.Project Description/Background

Project incorporates the MoMP Roadmap priorities that facilitate institution strengthening and regulatory restructuring, and building technical skills for resource development. The project design relies heavily upon citizen engagement and investor input. The project has four components as follows: Component 1 - Supporting Transactions and Asset Development; Component 2 - Strengthening Institutions; Component 3 - Strengthening Professional skills; and Component 4 - Project Management.     

      3.Assignment Objective 

The Ministry of Mines and Petroleum is seeking an inter-national (expat) for the post of Senior Policy Adviser. The Senior Policy Adviser will be responsible to the Minister of Mines and Petroleum and will work closely with other advisers and colleagues in the Ministry on better and smooth implementation of Afghanistan Extractive for Development project for the sustainable development and governance of Afghanistan’s mineral and hydrocarbon resources and extractive industries in line with international best practice.

4.Scope of Work

Below is the outline of activities to be undertaken by the senior policy advisor to minister.

  • Works independently to plan, formulate, conduct, evaluate, and carry out a wide range of technical policy research and development related to complex Afghanistan extractive industry development;
  • Ensures preparation, implementation and monitoring AE4D work plan
  • Develop and conduct credible analyses of such complex policy matters, including evaluations of the implications of different policy options, and the long-range effects revised or new policies and regulations;
  • Develop and prepare a broad set of policy papers including briefing memoranda, official reports, speeches, and making oral presentations regarding the same in a clear and concise manner;
  • Represent the office with senior representatives of key external stakeholder groups and institutions in such a manner as to advance the goals of the Ministry.
  • The incumbent could also be called upon to participate and contribute to the work of various official sector committees or working groups;
  • Provide advisory support for the institutional restructuring and reform of the ministry;
  • Provide advisory support for the promotion of international and national investment in the hydrocarbon and mine sectors;
  • Provide advisory support for the re)-establishment of Grievance Redress Mechanism (GRM) related to Aynak resettlement process;
  • Provide advisory support for the preparation and disclosure of the of the Cultural Heritage Management Plan (CHMP) for Aynak;
  • Assess the design of Health, Safety and Environment (HSE) regulations, standards, frameworks and baselines for hydrocarbon and mining operations along the business value chain;
  • Provide advisory support for the strengthening of the professional skills;
  • Provide advisory support for strengthening the regulatory and monitoring mechanisms governing hydrocarbon and upstream mineral activities;
  • Come up with Public Private Partnership initiatives in mines and hydrocarbon sectors;
  • Establish a contractual and regulatory framework for private investment in the distribution of TAPI natural gas;
  • Conduct an assessment of existing gaps in natural gas gathering, processing and transport infrastructure needs and develop a set of prioritized actions to address identified gaps so as to enable the expansion of natural gas deliveries to users;
  • Provide support for the development and implementation of a framework for public (AGE)/private sector investment approaches for the rehabilitation and operation of field facilities, processing and transport infrastructure capacity;
  • Assess and provide transaction advisory support to existing and new mineral developments and opportunities, such as Aynak Copper, Shaiyda Copper, Badakhshan Gold, Zarkashan Copper & Gold, Balkhab Copper, and small and medium scale quarries, etc;
  • Identify infrastructure, energy and other requirements to develop mineral assets;
  • Identify infrastructure, energy and other requirements to develop hydrocarbon assets;
  • Performing any other tasks assigned by the minister on the basis of laws, regulations and objectives of the Ministry

5.Length & Location of Assignment

The Consultant will be expected to work closely with formally designated MoMP in Kabul, Afghanistan. The duration of the contract will be 12/months with a potential of extension.

6.Minimum Qualifications

Education: 

  • Postgraduate degree in Public Policy, Public Administration, Social Sciences, Economics or other relevant discipline
  • Doctorate degree in related fields is highly desirable.

Experience:

 

  • Minimum 10 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects at managerial level.
  • Knowledge of scientific research methods
  • Experience of advocacy and policy work
  • Demonstrated experience in design, monitoring and evaluation of development projects with sound macroeconomic and modelling background
  • Demonstrated experience in coordination and in working with NGOs and donors
  • Demonstrated experience of writing accurate and concise reports and public presentation skills.
  • Experience coordinating diverse stakeholder groups
  • Strong organizational, program management and interpersonal skills.
  •  Ability to concisely communicate complex topics and issues.
  • Excellent communication and interpersonal skills, particularly in explaining technical details to a non-technical audience.
  • Strong data analysis skills, including excellent MS Excel skills, geographic information systems, and desktop publishing.
  • Excellent organizational skills and attention to detail.
  •  Willingness to work as part of a team, and adapts well to change.
  • Candidate should be comfortable with public speaking, and environmental issues

Competencies:

  • Strong analytical skills and report writing skills
  • Understanding and knowledge of Policy making
  • Ability to work under pressure, effectively coordinate research with the team and meet tight deadlines without compromising quality of work.
  • Computer literacy and knowledge of standard PC software packages (MS. Excel, PowerPoint, Word, etc.) is essential.

Language Requirement

  • Fluency in English

7. Conflict of Interest

The Consultant is required to disclose on any potential, actual, or perceived conflicts of interest arising out of other assignments or a conflicting involvement in other assignments.

8.Confidentiality

  The Senior Policy Advisor agrees to keep confidential all information that it receives, directly or indirectly, from the Afghan Government, its agencies or ministries, or any other source, as well as all reports, briefs and opinions prepared by the Consultant, or by third parties, on the basis of such information (collectively, the Material). The Advisor will use the Material exclusively for the purpose of preparing deliverables relevant to this assignment as requested by the Government of Afghanistan and/or the Ministry of Mines and Petroleum. The confidentiality obligations will not apply to information in the public domain.
