2.Project Description/Background

Ministry of Mines and Petroleum is an enabler of the sector’s development and steward of all mineral and hydrocarbon resources through the implementation of international best practice, policies, regulations and procedures to encourage environmentally and socially acceptable private investment.

It is the responsibility of the Ministry of Mines and Petroleum to ensure progress in research, exploration, development, and exploitation of both minerals and hydrocarbons. The Ministry of Mines and Petroleum approach is to create the highest level of ministerial competence, promote clear and transparent investment opportunities through modern laws, regulation and policies; and develop a progressive and inviting fiscal regime.

The Ministry of Mines and Petroleum has number of development projects which are setting up, supporting and monitoring through the PSU Directorate within the Ministry of Mines & Petroleum. The MoMP is now seeking well qualified individual for the position of Social specialist to the Deputy Minister.

3.Assignment Objective 

  • Establishing an effective social policy framework promoting inclusive and sustainable development.
  • Establishing an effective social development/ safeguard documents in overall mining projects,
  • Managing the social impact assessment (SIA) and Resettlement management process relating to all mining projects, including projects relating to oil and natural gas exploration.
  • Long term capacity building of Ministry of Mines and Petroleum (MoMP) officials and stakeholders on ways to social impact mitigation strategies.
  • Developing strategies for economic development in the mining areas through employment generation and alternate livelihood activities.
  • Developing institutionalized GRM system in the ministry of Mining and Petroleum (MoMP)
  • Supporting strategies in protection of cultural resources in project areas.
  • Supporting ministry on implementation of Community Development Agreement (CDA) in the mining sites.
  • Managing the Gender Based Violence (GBV) screening process, including labor influx risk assessment relating to all mining projects, including projects relating to oil and natural gas exploration.
  • Preparation and updating of an Environmental and Social Commitment Plan (ESCP) for the Bank supported project.

4.Scope of Work

Below is the outline of activities to be undertaken by the Social Specialist (International)

Specific areas of responsibility

International social specialist provides consultancy services on a wide array of issues, such as:

  • Environmental policy
  • Social policy
  • Economic issue
  • Human rights
  • Strategic Environmental and Social Assessment conducted in the ministry sector in Afghanistan.

 In the overall framework of above broad objectives, consultant will have the following specific responsibilities:

Development of Social Policy Framework & Implementation of Social Safeguards

  • Review of legal and policy framework involving social intervention in the mining sector and design a social policy framework for mining sector appropriate for Afghanistan.
  • Develop social standards and benchmarks for evaluating mining operations for sustainable development of natural resources in Afghanistan.
  • Identify mining projects into high and low sensitive areas based on social impacts and set up mechanism for incorporating appropriate social obligations while leasing these projects.
  • Design analytical approaches, general frameworks and mechanisms that will contribute to the enhancement of equitable development benefits to local communities in close collaboration with Mine’s sector and regional operational colleagues
  • Create and develop social development safeguard document such ESMF, RPF,  SIA, EIA, , RAP, labor influx risk assessment with labor influx mitigation plan, GBV action plan,   etc. for all mining projects.
  • Identifying and creating the infrastructure, energy, transportation, and sanitation necessary for economic growth
  • Achieving access to safeguard document and technical assistance
  • Achieving political development through the creation of good governance
  • Achieving social development through the improvement of health, education, and the social safety net
  • Devise process of strategic social impact assessment in key mining areas and ensure that impact on women and children living in the areas is covered in social impact assessment.
  • Develop resettlement policy framework to guide any land acquisition and resultant resettlement of project affected people in mining projects.
  • Develop mechanisms to manage social impacts at mine level through sound management systems.
  • Address land, settlement and other socio-economic impacts in all major projects involving relocation of project affected persons.
  • Set up a policy framework for community engagement, benefit sharing and contribution to socio-economic development of mining areas.
  • Set up principles and policies on ethical functioning and responsible business practices for mining companies, including gender equality, child rights and rights of workers in mining areas.
  • Develop a step to step guide on conducting social assessments, socio-economic surveys and monitoring & evaluation of appropriate social development activities under mining projects.
  • Develop Resettlement Action Plans (RAPs) for projects involving resettlement of the local communities.
  • Develop labor influx risk assessment with labor influx risk mitigation plan under mining projects.
  • GVB screening and develop GBV action plan for projects with moderate-high GBV risks.
  • Oversee the activities involving social issues of SOFRECO, which is carrying out Strategic Social and Environmental Assessment of the Mining sector.
  • Continuously engage all stakeholders and involve them in the process of assessment, management, monitoring, auditing and reporting.
  • Strengthen Ministry of Mines and Petroleum (MoMP) in terms of regulatory policies and procedures to manage conduct of SIA, RAP, ESMF and ect.
  • Establish mechanism for dialogue with the affected communities which are inclusive, culturally appropriate and includes grievance redressal.
  • Develop institutionalized GRM system in the ministry.
  • Help MoMP in implementation of CDA in the mining projects.
  • Help MoMP to implement social and community development programs in the project areas, especially for the vulnerable groups, women and youth through consultations with local civil society organizations for better outreach to the local communities.
  • Assist MoMP in developing programs for increasing women’s involvement in sustainable development of project areas. Also support gender mainstreaming efforts in MoMP.
  • Help MoMP to coordinate with other concerned ministries and stakeholders on social issues in resource corridors
  • Assist MoMP in design & implementation of beneficiary’s/citizen satisfaction survey to measure the level of satisfaction among communities about GRM and other services.

Technical Assistance in Social Protection Issues;

  • Advise Ministry of Mines and Petroleum on all aspects concerning social protection and development in mining sector and ensure that the related terms and conditions in Aynak mining contract and Hajigak are complied with and etc..
  • Develop provisions for safe working environment, labour health and safety and human rights issues for mine workers and social protection measures for these workers.
  • Formulate and prepare guidelines to implement community health and safety management strategies as part of efficient mine management systems.
  • Identify local stakeholders suitable for training in conflict resolution and social service delivery as part of the social mitigation program and then support their training.
  • Prepare a plan for conducting labour market survey in the mining area to assess the requirements of the labour market for creating employment opportunities and alternate livelihoods for the project affected persons.
  • Facilitation of linkage and cooperation between MoMP and to Ministry of Labour, Social Affairs, Martyrs & Disabled (MOLSAMD) for social protection measures for mine workers and elimination of child labour in mining.
  • Support MoMP in terms of social science input and coordinate with other agencies in terms of social science across mineral and energy projects.
  • Overseeing the content of the Ministry of Mines and Petroleum website in relation to social issues and routinely checking of the website.

Capacity Building;

  • Build institutional capacity within MoMP in social management, including on principles and approaches for achieving sustainable development
  • Develop long term training program on conducting social impact assessment, effective public consultation and community engagement and prepare reference materials on these issues.
  • Plan and facilitate training programs for officials of MoMP and other stakeholders on social development issues.
  • Support MoMP in establishing Afghan Mining Institute for upgrading technical knowledge and vocational skills in mining sector.
  • Develop capacity within MoMP in the preparation, implementation, and review of social impact assessments and environmental/social management plans and in all social safeguard documents;
  • Develop capacity in the monitoring and enforcement of social requirements in the contracts with the mining companies.
  • Support cooperation with other countries in the region like In developing mining sector in a sustainable manner through Memorandum of Understanding with other countries in this regard.

5.Minimum Qualifications Required


Master degree or Ph.D. in social sciences, law, human rights, development, international relations or related field.


  • A minimum of 10 years related experience is required.


  • Strong analytical skills and report writing skills
  • Understanding and knowledge of Social development- safeguards and resettlement management.
  • Ability to work under pressure, effectively coordinate research with the team and meet tight deadlines without compromising quality of work.
  • Computer literacy and knowledge of standard PC software packages (MS. Excel, PowerPoint, Word, etc.) is essential.

Language Requirement

  • Fluency in English

 The Consultant is required to disclose on any potential, actual, or perceived conflicts of interest arising out of other assignments or a conflicting involvement in other assignments.


The Social Development Specialist agrees to keep confidential all information that it receives, directly or indirectly, from the Afghan Government, its agencies or ministries, or any other source, as well as all reports, briefs and opinions prepared by the Consultant, or by third parties, on the basis of such information (collectively, the Material). The Advisor will use the Material exclusively for the purpose of preparing deliverables relevant to this assignment as requested by the Government of Afghanistan and/or the Ministry of Mines and Petroleum. The confidentiality obligations will not apply to information in the public domain
