1.Project Description/Background

Ministry of Mines and Petroleum is an enabler of the sector’s development and steward of all mineral and hydrocarbon resources through the implementation of international best practice, policies, regulations and procedures to encourage environmentally and socially acceptable private investment.
It is the responsibility of the Ministry of Mines and Petroleum to ensure progress in research, exploration, development, and exploitation of both minerals and hydrocarbons. The Ministry of Mines and Petroleum approach is to create the highest level of ministerial competence, promote clear and transparent investment opportunities through modern laws, regulation and policies; and develop a progressive and inviting fiscal regime.

The MoMP is now seeking well qualified individual for the position of International Technical Advisor to do the full feasibility study of the Gemstone trading center in Kabul.

 

2.Assignment Objective

The Ministry of Mines and Petroleum is seeking an International advisor for the post of Technical Adviser to accomplish the full feasibility study of the gemstone trading center. The Technical Advisor will be responsible to collect, arrange and documents of full feasibility studies of establishment of the gemstone trading center in Kabul in accordance with the typical gemstone trading center of the region countries that has the same precious and semi-precious minerals. The feasibility study about the gemstone trading center should have the concerting ability of the precious and semi-precious stone in Afghanistan. The government and gemstone sectors should gain the maximum revenues from its added value. Moreover, it should grantee the creation of large number of jobs.

 Also the Technical Advisor well work closely with other advisers in the Technical Unit and colleagues in the Ministry on a range of programs and activities to address the challenges and opportunities for the sustainable development and governance of Afghanistan’s mineral and gemstones sector and extractive industries in line with international best practice.

 

3.Scope of Work

Below is the outline of activities to be undertaken by the Technical advisor for Gemstone studies.

  •   Prepare and action plan of the feasibility study of the gemstone market for the ministry of Mines and Petroleum (MoMP).
  • Manage, collect and design the whole document of full feasibility study of the gemstone trading center.
  • Study and collecting the necessary document from the related government organizations and private sectors such as MoMP, Ministry of Industry and Commerce (MoIC), Ministry of Finance (MoF), Afghanistan Chamber of Industries and Mines and private sectors.
  •  Study and analyze the current and future supply of goods to the gemstone market.
  • Research and prepare the pricing strategy for the precious and semi-precious stone which are available in Afghanistan.
  • Select and design the physical location for the gemstone trading center in an appropriate and secure area in Kabul.  
  • Study and evaluate all the engineering and technical aspects of the project in details.
  • Study and analyze major technical and operational risks to the project.
  •   Study, analysis and evaluation of all the economic and financial aspects of the project.
  • Detailed explanation and classification of the trading center from the viewpoint of the minerals, functions and performance of government, private sectors, national and international customers.

 

4.Length & Location of Assignment

The Consultant will be expected to work closely with formally designated MoMP in Kabul, Afghanistan. The duration of the contract will be 12/months with a potential of extension.

5.Minimum Qualifications

Education: 

At least Master’s Degree (or equivalent) in Mining, Geology, public administration or related field.

Experience:

 

  • Minimum of 10 years of experience working on mineral value-chain, planning and feasibility studies of the PPP projects.
  • Study of gemstone value-chain.
  •  Supervisory practices, principles, and methods for the gemstone trading market.
  • Maintaining an established work schedule.
  •  Effectively using interpersonal and communications skills including tact and diplomacy.
  • Planning, prioritizing, and problem-solving.
  •  Maintaining confidentiality of work related information and materials.
  •  Maintaining current knowledge, skill and abilities in contract administration theories, practices and technologies.
  • Ability to sustain interpersonal and professional relationship with high-ranking government officials.
  • Deep understanding and special skills on feasibility study of public and private partnership projects (PPP).
  • Strong interpersonal, team building, negotiation skills and demonstrated proficiency in supervising staff.
  • Efficient monitoring from the collected data and classification of them for completion of  the document and present it to the ministry.
  • Research and planner skills.

Competencies:

  • Strong analytical skills and report writing skills
  • Understanding and knowledge of Gem stone and their issues  Asian region.
  • Ability to work under pressure, effectively coordinate research with the team and meet tight deadlines without compromising quality of work.
  • Computer literacy and knowledge of standard PC software packages (MS. Excel, PowerPoint, Word, etc.) is essential.

Language Requirement

  • Fluency in English

6.Conflict of Interest

The Consultant is required to disclose on any potential, actual, or perceived conflicts of interest arising out of other assignments or a conflicting involvement in other assignments.

7.Confidentiality The Financial Advisor agrees to keep confidential all information that it receives, directly or indirectly, from the Afghan Government, its agencies or ministries, or any other source, as well as all reports, briefs and opinions prepared by the Consultant, or by third parties, on the basis of such information (collectively, the Material). The Advisor will use the Material exclusively for the purpose of preparing deliverables relevant to this assignment as requested by the Government of Afghanistan and/or the Ministry of Mines and Petroleum. The confidentiality obligations will not apply to information in the public domain
