 Ministry of Mines and Petroleum has received financing from the World Bank under Afghanistan Extractive for Development (AE4D) Grant no.  TF-A4809 and intends to proceeds of this grant to payments under the contract for Technical, Financial & Legal Consultancy Services to Support Large Scale mining Unit(LSMU) as described further below.

Ministry of Mines and Petroleum of Islamic Republic of Afghanistan would like to foster private sector development of Afghanistan’s mineral resources in a transparent and efficient manner. In support of these goals, Large Scale Mining Committee (CADASTRE) within the Ministry of Mines and Petroleum (MoMP) is now seeking to hire a Consultancy Firm to assist the MOMP with various Capacity Building, Contract implementation, technical, financial and commercial matters relating to the mineral rights.

Further information on the scope of the services, you can access the outline of term of reference – ToR (The ToR may be subject to further revisions) under the above mentioned assignment title and reference number as Annex 1 to this REOI.

Ministry of Mines & Petroleum (MOMP) invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. (Brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.)  The shortlisting criteria are:

  1. The Consultant should be registered legal entity and should have business in providing Consultancy Services of similar or related assignments. (The consultant is required to provide the copy of registration license).
  2. The consultant shall have proven experience for a minimum of two similar contracts with at least 150,000.00 USD (One Hundred and Fifty Thousand US Dollars) having executed during last 5 years of similar nature indicating the duration, value and years of performance, which should showcase the expertise/ strength of the consultant for undertaking such assignments. 
  3. The consultant should have sound financial status in past three years; they should not have incurred losses.
  4. The consultant should have at least 75,000.00 USD (Seventy Five Thousand US Dollars) as liquid asset for carrying out the project operations.
  5. The consultant should have capable staff with the skill sets required to undertake the subject project.
  6. Experience in Mining sector is preferable;
  7. Experiences in providing similar services in Afghanistan is preferable;
  8. Firm history and availability of appropriate skilled staff.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. If consultants intend to associate with other Firms, they are advised to clearly identify the lead partner and state the composition and nature of the association (JV/sub-consultancy) in their EOI.

In case association between the firms is in the form of JV, the following requirements will strictly apply:

  • Only the firm meeting above criteria substantially shall act as the Lead Partner of the JV. In case, more than one firm meet the above criteria substantially, any of those firms can act as the Lead Partner.
  • The Consultant should specify which firm in the JV would provide the required Key Staff and how that firm is competent to provide such a Key Staff.
  • There is no such requirement if the association is in the form of sub-consultancy. 

A consultant firm will be selected through Selection Based on Quality & Cost Based Selection (QCBS) in accordance with the procedures set out in the Consultant Guidelines.
